I'll start with a general statement and then speak specifically regarding these images and what I know of them. There are many who misrepresent bagpipes, either through lack of knowledge or knowingly as to deceive others. As despicable as this is, it is something that we all have to watch for. If it doesn't seem right, something is amiss and a swerve should be given. I see many "restored" bagpipes where the profiles have obviously been altered. Stay away!
I collected a number of these "MacDougall" images and was somewhat at a loss regarding the inscribed tuning slides and confusing hallmarks. Information came to me regarding a gentleman in Australia (who has since gone on to his great reward) that had quite a little enterprise, creating "MacDougall" bagpipes from whatever was available at the time.
If you encounter one, you'll find many different stamps and hallmarks present. You'll also encounter silver that is consistently low quality and not at all in keeping with what is found on legitimate MacDougall bagpipes. Here are some examples. Bass drones are said to be problematic.
Hallmarks might indicate either Glasgow or Edinburgh Assay Offices. I have seen date letters indicating 1837, 1885, and 1886. I can't promise you that you won't find other date letter stamps or that you won't find a mix of date letter stamps on a single instrument. The metal might bear the stamp of Duncan or that of Gavin MacDougall. All are fake.
