Not a lot of information is available on this maker. They were makers of two and three drone bagpipes in the 1930's with addresses at Monument House, O'Connell Bridge, Dublin and at 29 Haymarket, London. I believe the bagpipe pictured herein is a reel or 3/4 size bagpipe.
The bagpipe above came with a chanter stamped Bulter and Sons Haymarket. I believe the bagpipe is possibly the work of Henry Starck. I'm showing it here just to share the difficulty in identifying bagpipes and the risks of using a stamped chanter as the sole means of identification.
