Early Edinburgh bagpipe. Cocuswood with ivory and nickel fixtures. Interesting profile to the projecting mounts. Probably made ca 1950 and by an unknown maker. Check out the thickness of the ivory ferrules on the stocks. Not much wood left but my bet is that the wood tenon is tapered and threaded.
