Obviously in pretty rough shape, but let’s see what we can learn. Appears to be made of cocuswood. Mounts are ivory. Rings and tenor are threaded (see the last picture of the bass drone top with the broken ring). Combing has six teeth standing. The profile of the mounts are distinct. I’m going way out on a limb here, but my bet is that this is an early (1880’s) William Ross bagpipe that may or may not have been made by Henry Starck.
