Petro Brothers are said to have launched their business manufacturing Highland Bagpipes in 1891 in Sialkot. I've seen this written Sailkot and Sialkot and have it located in India and in Pakistan. I believe the company is still in operation today. Thanks to Doug Engle for sending these pictures to me. Jeannie Campbell put pictures of a Petro Brothers catalogue from the 1920's in her 3rd book. She is remarkable!
